Not really. Starfreeze is where I go for direct downloads. And since BitTorrent isn’t an option (not that I really want it to be anyway) DDL is all I can do. Anyway, I haven’t found any other DDL sites that have Strikers. And searching Google merely resulted in 3 lost hours, several dozen Torrent sites, 80 billion popups, 12 attempted spyware infections, and 3 attempts to infect my machine with a virues.

In episode 15, it is specifically mentioned that Nanoha is the 保護責任者 (hogosekininsha). In other words, the kanji for “care/protection” and “the person holding that responsibility”. In other words, the primary caregiver.
A quote from the Japanese wikipedia states “未成年後見人 – 未成年者に対する後見人。親権を行う者がいないときは、必ずおかれる。”. Basically, that a miseinen koukennin (a koukennin for minors) will be left custody of the child in absence of such pre-existing custody.
